New features in fink 0.28

• Validate the shlibs field for consistency
• Inclusion of .info file as a control file in the .deb
• New selfupdate code to make future addition of methods easier
• Automatic suggestion to run fink selfupdate if it hasn't been done in a while.
• Remind user to selfupdate after enabling unstable
• Display actual Distribution string in 'fink -V'
• Use lftpget if available and appropriate
• Private shared-library syntax in Shlibs
